The Ministry of Labour and Employment (MoLE) on May 08, 2026, notified regarding the delegation of Compounding Powers under the Industrial Relations Code to Regional Labour Commissioners.
The following has been stated:
• Government of India has delegated powers under Section 87(1) of the Industrial Relations Code, 2020, to various regional labour authorities for compounding specified offences under Section 86 of the Code. Through the notification issued under Section 100 of the Code, the Central Government has authorised the Chief Labour Commissioner (Central) and Deputy Chief Labour Commissioners (Central) across different regional jurisdictions to exercise compounding powers for offences punishable under sub-sections (4), (6), and (12) to (19) of Section 86 in establishments where the Central Government is the appropriate government.
• The notification allocates jurisdiction region-wise across India, covering states and union territories under respective Deputy Chief Labour Commissioners (Central), including regions such as Ajmer for Rajasthan, Mumbai for most parts of Maharashtra and Goa, Delhi for NCT Delhi, Bengaluru for Karnataka, Chennai for Tamil Nadu and Puducherry, Hyderabad for Andhra Pradesh and Telangana, among others. The delegation is aimed at decentralising enforcement and facilitating quicker disposal and compounding of specified labour law violations under the Industrial Relations Code.
