The Ministry of Labour and Employment (MoLE) on May 08, 2026, issued the Model Standing Orders, 2026, in supersession of the Industrial Employment (Standing Orders) Central Rules, 1946.
The model standing orders in the industrial establishments in the mining sector, manufacturing sector and service sector are set out in Schedule A, B and C, appended to these model orders.
They shall come into force on May 08, 2026.
The clause defines key terms used in the model standing orders by linking them to major labour codes. Specifically, “Code” refers to the Industrial Relations Code, 2020, while other terms denote the Occupational Safety, Health and Working Conditions Code, 2020; the Code on Social Security, 2020; and the Code on Wages, 2019. It also clarifies that “Form” means the prescribed formats provided in the Schedule attached to the standing orders.
Further, it provides that any words or expressions not explicitly defined in these standing orders but defined in the Industrial Relations Code, 2020 will carry the same meaning as assigned under that Code, ensuring consistency in interpretation.
