The Ministry of Labour and Employment (MoLE) on May 08, 2026, issued the Other beneficiaries and members of their families medical facilities Scheme, 2026, in exercise of the powers conferred by section 44 of the Code on Social Security, 2020.
This Scheme shall apply to other beneficiaries and members of their families registered under any scheme, other than the Employees’ State Insurance Scheme, framed by the Central Government.
The scheme provides that any person seeking medical treatment must first complete a registration process by submitting a form (online or otherwise) with required personal and family details, and by producing a valid identity card issued by the Corporation or under any Central Government scheme. Once registered, beneficiaries are entitled to receive medical treatment and attendance from under-utilised Employees’ State Insurance (ESI) hospitals.
Beneficiaries are required to pay user charges for availing medical services at rates notified by the Corporation in consultation with the Central Government. These charges are treated as contributions and are credited to the Employees’ State Insurance Fund. The Corporation also prescribes the time and manner in which medical facilities can be accessed under the scheme.
Additionally, hospitals providing services under this scheme must maintain separate electronic records of beneficiaries and the user charges collected. These records are to be maintained in a format and manner specified by the Corporation to ensure proper monitoring and administration of the scheme.
It shall come into force from May 08, 2026.
