The Government of Karnataka, through the Urban Development Department (UDD), on May 08, 2026, issued a draft notification proposing amendments to the Karnataka Municipalities Model Building Bye-Laws, 2017. The draft seeks to substitute Appendix-IA relating to eligibility criteria, registration and functions of Professionals on Record (PoR), including Architects on Record (AR), Engineers on Record (ER), Diploma Engineers and Structural Engineers. The proposed amendments introduce detailed qualification standards, competency requirements and functional responsibilities for registered building professionals involved in building plan approvals, structural design, supervision, completion certification and layout approvals. The draft also aligns registration eligibility with the Government Notification dated August 30, 2025 concerning registration of building professionals with urban local bodies.
The notification further specifies differentiated authority limits for architects, engineers and diploma engineers based on plot size, building height, number of floors and extent of land development. Objections or suggestions from stakeholders may be submitted within thirty days from publication of the draft notification before finalization of the amended bye-laws.
