The Urban Development & Housing Department, Govt. of Jharkhand on April 27, 2026, issued the Jharkhand Building (XIth Amendment) Bye-laws, 2026, further to amend the Jharkhand Building Bye-laws, 2016.
The following has been stated:
• The amendment extensively revises land-use permissions across residential, commercial, industrial, public, transport, eco-sensitive, composite-use, and agricultural zones by updating Table-4 relating to permitted and prohibited land uses. Several new categories, such as neighbourhood shopping centres, vocational institutes, social and cultural institutions, recreational facilities, service centres, wholesale trade, and miscellaneous land-use activities, have been introduced or rationalized.
• The amendment introduces major relaxations for commercial and industrial developments by increasing permissible ground coverage up to 65%, subject to compliance with other building norms and payment of additional charges based on the URDPFI Guidelines, 2015. It also provides exemption from side setback requirements where two non-hazardous industrial buildings share a common boundary wall on plots up to 550 square metres.
• The revised bye-laws further amend FAR, height, and road-width norms for both old and new urban areas by allowing higher FAR and increased building heights on wider roads. In several categories, non-residential FAR has been increased up to 5.0, and maximum building heights have been enhanced up to 36 metres or made unrestricted, subject to master plan provisions.
• The amendment clarifies that purchasable FAR will not be available as a matter of right and will depend on infrastructure availability and approval by the Urban Local Body or Authority.
