The Director General of Foreign Trade (DGFT) on May 11, 2026, issued amendment of Appendix 2B [List of Agencies Authorised to issue Certificate of Origin (Preferential)] of Foreign Trade Policy, 2023.
The Director General of Foreign Trade (DGFT), under the Foreign Trade Policy (FTP) 2023, has amended Appendix-2B to include authorized agencies for issuing Certificates of Origin (CoO) under the India–United Kingdom Comprehensive Economic and Trade Agreement (India-UK CETA). This amendment specifies the agencies permitted to certify exports for preferential trade benefits under the agreement.
Key authorized agencies include the Directorate General of Foreign Trade and its regional offices, Export Inspection Council and its agencies, APEDA (for agricultural and processed food products), MPEDA (for marine products), Central Silk Board, Coir Board, Development Commissioner (Handicrafts), Spices Board, Textile Committee, and Tobacco Board. Each agency is assigned specific product categories for certification.
Additionally, various Special Economic Zones (SEZs) such as Cochin, Falta, Kandla, MEPZ, NOIDA, SEEPZ, and Visakhapatnam are authorized to issue CoO for all products manufactured by units and EOUs within their jurisdiction. This amendment facilitates streamlined certification and promotes exports under the India-UK CETA framework.
