The Government of Karnataka on May 08, 2026, issued the Karnataka Excise (Excise Duties and Fees) (Amendment) Rules, 2026, further to amend the Karnataka Excise (Excise Duties and Fees) Rules, 1968.
The following has been stated:
• The amendment aims to introduce a comprehensive digital framework through the newly defined “Excise Registry,” an electronic database maintained by the Excise Department for administration of the Karnataka Excise Act, 1965, and related rules, notifications, and circulars.
• The amendments mandate that distilleries, breweries, craft breweries, wineries, distributor licensees, and Military Canteen Stores Bonded Warehouse licensees must electronically declare and update the Declared Price, Revised Declared Price, Maximum Retail Selling Price (MRP), and Revised MRP of liquor brands through the Excise Registry using prescribed online forms. Upon submission of self-declarations confirming accuracy, the digital system will auto-generate records accessible to concerned excise authorities and licensees.
• The amended rules further provide that declared prices and revised prices will automatically become effective from the following day of online intimation in the Excise Registry. No liquor brand can be sold in Karnataka or exported outside the State unless the brand label and price are updated and acknowledged in the Excise Registry.
• Additionally, Form DP has been amended by removing the wording relating to the effective date of export rates outside Karnataka.
