The Government of Madhya Pradesh, Labour Department, on May 06, 2026 has issued draft “Madhya Pradesh Social Security Rules, 2026” under the Code on Social Security, 2020, proposing to consolidate and supersede multiple existing labour welfare and social security rules relating to Employees’ State Insurance, maternity benefit, gratuity, workmen compensation and building & construction workers. The draft rules will extend across the State of Madhya Pradesh and aim to align state-level implementation with the Code on Social Security, 2020.
The draft rules propose supersession of eight existing state rules including the Madhya Pradesh Employees' Insurance Court Rules, 1963, Madhya Pradesh Maternity Benefit Rules, 1965, Payment of Gratuity (Madhya Pradesh) Rules, 1973 and Madhya Pradesh Building and Other Construction Workers Rules, 2002. The State Government has invited objections and suggestions from stakeholders within 45 days from publication in the Madhya Pradesh Gazette through physical submission or designated email IDs.
The draft also clarifies that the new framework is being framed under sections 154, 156 and 158 of the Code on Social Security, 2020 and will replace earlier provisions connected with repealed labour laws, while preserving actions already taken under previous enactments.
