The Government of Uttar Pradesh on April 08, 2026, issued the Uttar Pradesh Forestry and Horticulture University Ordinance, 2026 to provide for the establishment of a State Forestry and Horticulture University at Gorakhpur in Uttar Pradesh by the name of ‘The Uttar Pradesh Forestry and Horticulture University’ and for matters connected therewith and incidental thereto.
The Uttar Pradesh Government has promulgated the Uttar Pradesh Forestry and Horticulture University Ordinance, 2026 (Ordinance No. 8 of 2026) under Article 213 of the Constitution, as the State Legislature was not in session. The Ordinance provides for the establishment of a State University at Gorakhpur named Uttar Pradesh Forestry and Horticulture University to promote education, research, and development in forestry, horticulture, and allied fields.
The University is constituted as a body corporate with perpetual succession and is open to all persons irrespective of class, creed, or gender, with provisions for reservation for SC, ST, and OBC categories. Its primary objectives include advancing education and research, promoting sustainable use of forest and plant biodiversity, developing region-specific training modules, and encouraging entrepreneurship and consultancy in related sectors.
The Ordinance outlines extensive powers and functions of the University, including affiliation of colleges, conducting examinations, awarding degrees and diplomas, establishing research facilities, creating posts, and promoting student welfare activities. It also empowers the State Government to inspect and supervise the University’s functioning and issue directions where necessary.
The governance structure includes key officers such as the Chancellor (Governor), Vice-Chancellor, Registrar, and Finance Controller. The Vice-Chancellor acts as the principal executive and academic head, appointed through a selection committee, with defined powers for administration, discipline, and academic coordination. The Ordinance also specifies roles for other officials and provides a framework for efficient management and accountability of the University.
It shall come into force on such date as the State Government may, by notification in the Gazette, appoint.
