The Department of Animal Husbandry & Dairying, Govt. of Haryana on March 19, 2026, notified regarding the Policy for issuance of Letter of Intent (LOI) and No Objection Certificate (NOC) for opening of new Graduate Veterinary College for B.V.Sc & AH degree course.
The following has been stated:
• The Policy of the Government of Haryana for issuance of Letter of Intent (LOI) and No Objection Certificate (NOC) for opening new private B.V.Sc. & A.H. veterinary colleges supersede the 2019 framework and cap the total number of seats (existing, approved, and proposed) at 1000 in the State. It allows the establishment of new veterinary colleges and the enhancement of seats in existing institutes to improve veterinary education standards, subject to strict eligibility norms.
• Only registered Societies/Trusts of at least three years’ standing are eligible, with a mandatory land requirement of a minimum of 15 acres (including fodder land), financial capacity proof of at least ₹50 lakh working capital, audited financial records, and legal compliance, including CLU and land suitability for institutional use.
• The process is two-stage—first issuance of LOI (valid for 3 years) after scrutiny by a Government committee, followed by NOC based on Detailed Project Report, physical inspection, justification of need, and compliance with MSVE norms. NOC lapses if no admissions occur within 2 years.
• Intake is initially capped at 80 seats per college with 60% government quota and 40% management quota, subject to VCI approval. Institutions shall comply with MSVE regulations, LUVAS affiliation, and Government fee fixation, and no financial support will be provided by the State.
• Private universities also require a separate LOI/NOC from the Animal Husbandry Department. Seat enhancement is allowed only after fulfilling conditions such as first batch completion and 90% occupancy trend.
