The University Grants Commission (UGC), on May 12, 2026, issued directions to Universities and Colleges offering law courses regarding implementation of recommendations emerging from the Director Generals and Inspector Generals of Police (DGsP/IGsP) Conference 2025. The communication emphasizes the need for legal educational institutions to study the paradigm shift in the justice delivery system introduced through the Bharatiya Nyaya Sanhita, particularly its increased emphasis on the use of forensic science in criminal justice administration.
The UGC stated that the DGsP/IGsP Conference held from November 28 to 30, 2025 recommended that National Law Universities and other premier legal institutions undertake studies on the benefits of the Nyaya Sanhita framework and document India’s transition towards forensic-based investigation and adjudication. The recommendations also proposed publication of such case studies and their incorporation into university curricula to strengthen legal education and criminal justice studies.
Accordingly, Higher Education Institutions offering law programmes have been requested to initiate appropriate academic measures, including research studies, publication of findings, and curriculum integration relating to Bharatiya Nyaya Sanhita and forensic justice systems. Institutions have also been asked to provide updates regarding compliance and implementation of these recommendations to the concerned authorities.
