MCX notified regarding the Computer to Computer Link (CTCL) – Update in Annexures

Industry Specific ComplianceThe Multi Commodity Exchange of India Limited (MCX) on April 29, 2026, issued the notification regarding the Computer to Computer Link (CTCL) – Update in Annexures.

The following has been stated namely: -

• Multi Commodity Exchange of India Limited (MCX) issued Circular No. MCX/CTCL/248/2026 dated April 29, 2026, updating CTCL-related annexures under the existing CTCL Master Circular. 

• Annexure 20 (Undertaking for in-house software development) has been amended to include new compliance clauses related to: 

o Cyber Security & Cyber Resilience Framework (CSCRF) 

o Safer participation of retail investors in algorithmic trading (Retail Algo guidelines). 

• MCX has introduced an additional requirement of a System Audit Certificate (Annexure 8) for Independent Software Vendors (ISVs), covering compliance checks on: 

o Risk controls 

o Cybersecurity 

o Access/security systems 

o Pre-trade risk management 

o Algo trading safeguards. 

• The revised formats become effective from April 30, 2026. However, applications submitted up to April 29, 2026 using the old Annexure 20 format will still be accepted. 

• Members must ensure strict compliance with SEBI, MCX, and regulatory guidelines for CTCL, Algorithmic Trading (ATF), DMA, IBT, and Wireless Trading, including audits, approval of software changes, client risk controls, audit trails, and restrictions on misleading advertisements related to algo trading returns.
