The Government of Goa on May 11, 2026, has issued draft Rules under the Occupational Safety, Health and Working Conditions Code, 2020, in exercise of its powers under sections 133 and 135. These draft Rules are proposed to replace an earlier notification issued in December 2021 and aim to consolidate and update the regulatory framework governing labour safety, health, and working conditions in the State.
The draft Rules also supersede several existing rules, including those related to contract labour, inter-state migrant workers, and beedi and cigar workers. These earlier rules were framed under repealed legislations such as the Contract Labour Act, 1970, the Inter-State Migrant Workmen Act, 1979, and the Beedi and Cigar Workers Act, 1966, which now stand subsumed under the new Code. However, actions already taken under the previous rules will remain valid.
In compliance with statutory requirements, the draft Rules have been pre-published to invite public feedback. This ensures transparency and allows all stakeholders likely to be affected to review and respond to the proposed changes before they are finalized.
Stakeholders have been given a period of thirty days from the date of publication in the Official Gazette to submit objections or suggestions to the Secretary (Labour), Goa. These inputs will be considered by the Government before finalizing and notifying the Rules.
