The Government of Uttar Pradesh, on March 12, 2026, notified the Uttar Pradesh Bottling of Country Liquor (First Amendments) Rules, 2025, to amend the Uttar Pradesh Bottling of Country Liquor Rules, 2020.
The following has been stated:-
•Uttar Pradesh has amended the Country Liquor Bottling Rules, 2022, revising provisions related to the grant of licences, licence fees, and application procedures.
•The amendment increases the deposit requirement from ₹25 to ₹35 per kiloliter of sanctioned capacity for new potable distillery projects under CLB-1 licences.
•Distillers and eligible PD-33 licence holders with a minimum ₹50 crore investment and 40 KLPD capacity can obtain bottling licences subject to conditions and bank guarantees.
•The revised rules also streamline application procedures through an online portal and require documents such as valid licences, geo-tagged premises details, and proof of ownership.
•Minimum licence fees for CLB-1 and CLB-2 licences remain fixed at ₹2 lakh, while franchise fees continue to apply for new CLB-2 licences.
They shall be deemed to have come into force with effect from April 01, 2025.
