The Government of Karnataka on May 15, 2026, issued Notification-2 amending the Karnataka Educational Institutions (Recognition of Primary and Secondary Schools) Rules, 1999, under the powers conferred by Section 145 of the Karnataka Education Act, 1983. The amendment follows consideration of objections and suggestions received on the draft rules published earlier in the Official Gazette.
Under the amended provisions, every application seeking recognition of primary and secondary schools must now be accompanied by an annual audit report including a security deposit furnished in the form of an e-bank guarantee issued by a nationalized bank in favour of the concerned Deputy Director for School Education (DDPI). The amendment replaces the earlier sub-rule relating to recognition requirements.
The notification further provides that the school management may utilize the interest earned on the security deposit for institutional development. However, in cases involving default or closure of the school, the Education Department will have the authority to utilize the security deposit for clearing dues payable by the management. The amendment rules will come into force from the date of their final publication in the Official Gazette.
