The Directorate General of Foreign Trade (DGFT), on May 14, 2026, issued Public Notice inserting five new notes under Standard Input Output Norms (SIONs) M-1 to M-8 relating to the Gems and Jewellery Product Group under the Foreign Trade Policy 2023. The amendments have been notified under paragraphs 1.03 and 2.04 of the FTP 2023 and come into force with immediate effect.
The newly inserted notes prescribe additional conditions for issuance and monitoring of Advance Authorisations for import of gold. DGFT has capped the maximum permissible quantity of gold import under an Advance Authorisation at 100 kilograms. For first-time applicants, a mandatory physical inspection of the manufacturing facility by the concerned Regional Authority has been introduced to verify operational capability and infrastructure before grant of authorisation.
The Public Notice further mandates that subsequent Advance Authorisations for gold imports will only be considered after fulfilment of at least 50% of export obligations under previous authorisations. Additionally, Advance Authorisation holders are required to submit fortnightly performance reports certified by an independent Chartered Accountant detailing gold imports and exports. Regional Authorities must also submit monthly consolidated reports to DGFT Headquarters for centralized monitoring and policy oversight.
