The Central Pollution Control Board (CPCB) on May 11, 2026, invited proposals from expert institutes and organizations for preparation of guidelines relating to eco-friendly disposal, storage, handling, and utilization of ash generated from non-coal based industries. The proposal has been issued pursuant to directions of the National Green Tribunal (NGT) in Original Application No. 152/2022 dated December 17, 2025, requiring CPCB to frame separate nationwide guidelines for ash generated from industries using non-coal fuels such as biomass, wood, agricultural waste, RDF, and similar fuels.
The study scope includes assessment of applicability of existing ash notifications and CPCB guidelines, field assessment of industries using non-coal solid fuels, collection and testing of ash samples, evaluation of environmental impacts, and development of draft technical guidelines for safe disposal and utilization of ash. The selected institute is required to complete and submit the study report, draft guidelines, and presentation within two months from the date of award. Preference has been given to government institutes or organizations having expertise in environmental and waste management studies.
The Request for Proposal (RFP) further specifies payment milestones, penalties for delay, ownership of study outputs by CPCB, insurance and indemnification obligations, and submission requirements. Interested institutes/organizations have been asked to submit detailed proposals including methodology, timeline, cost breakup, and expert team details within seven days to CPCB’s IPC-II Division at Delhi.
