The Government of Himachal Pradesh, on May 11, 2026, enacted the Shimla Road Users and Pedestrians (Public Safety and Convenience) Amendment Act, 2026 to strengthen enforcement and enhance penalties under the Shimla Road Users and Pedestrians (Public Safety and Convenience) Act, 2007. The amendment revises penalty provisions, changes appellate authority provisions, and introduces stricter enforcement measures for violations relating to restricted and sealed roads in Shimla.
The amendment substantially increases fines under Sections 6, 7 and 8 of the principal Act. Penalties for violations of restrictions and conditions have been enhanced from earlier nominal amounts to higher fines ranging between ₹500 and ₹15,000. The amendment also substitutes the appellate authority under Section 7 from the Deputy Commissioner to the Secretary in the Home Department.
Further, Section 12 has been completely substituted to prescribe enhanced penalties and compounding provisions. Contravention of pass conditions may now attract a fine of ₹2,000 or simple imprisonment up to 10 days, while plying a vehicle without a valid pass may attract penalties of ₹5,000 on restricted roads and ₹10,000 on sealed roads. Police officers not below the rank of Assistant Sub-Inspector have been empowered to compound specified offences on the spot upon payment of prescribed compounding fees.
