Industry Specific ComplianceThe Nagar Panchayat Sunni (NP Sunni), on May 11, 2026, issued a draft notification proposing “The Nagar Panchayat Sunni (Registration and Control of Pet Dogs) Bye-Laws, 2025” under Sections 202 and 217 of the Himachal Pradesh Municipal Act, 1994. The draft bye-laws have been published for public information and objections/suggestions may be submitted within 30 days from publication in the Himachal Pradesh Rajpatra.

The proposed bye-laws make registration of pet dogs above three months of age compulsory within the jurisdiction of Nagar Panchayat Sunni. Dog owners will be required to submit registration forms along with vaccination certificates, photographs, and a one-time registration fee of Rs. 200 per dog, while an annual licence fee of Rs. 200 per dog shall also apply. Registered dogs will be issued a metal identification token, and a family will be permitted to keep a maximum of two dogs.

The draft also prescribes duties and responsibilities of dog owners, including controlled breeding, vaccination, neutering, maintaining cleanliness in public places, and ensuring that dogs do not intimidate or injure any person. Owners shall be liable for any damage or injury caused by their registered dogs, while unregistered or stray dogs may be seized by the Nagar Panchayat authorities.
