The Central Board of Indirect Taxes and Customs (CBIC), on March 11, 2026, issued an advisory regarding launch of the Unified Application Dashboard for Council for Leather Exports (CLE) LPCOs under the SWIFT 2.0 framework through the Indian Customs Electronic Gateway (ICEGATE) portal. The initiative aims to provide single-window digital access for trade users to manage licenses, permits, certificates and other compliance requirements across participating government agencies.
The advisory states that the new dashboard enables electronic filing and management of applications for specified CLE LPCOs, namely Textile Certificates, Export Turnover Certificates for availing bank guarantee exemption under EPCG/Advance Authorization schemes, and Quality Control Order Import Certificates for import of soles. Earlier, such applications were required to be filed manually.
The Unified Dashboard provides features including online filing of applications, application status tracking, SMS and email alerts, submission of replies to queries raised by CLE officers, online fee payment and downloading of issued LPCOs. CBIC has also introduced a Compliance Repository under SWIFT 2.0 enabling registered ICEGATE EXIM users to view NOCs and LPCOs issued by various agencies in a phased manner. Trade users have been advised to refer to the CLE User Manual available on the ICEGATE portal for operational guidance.
