The Central Pollution Control Board (CPCB) on May 20, 2026, issued a notification inviting Comments/ Suggestions on the Revised Draft Guidelines on MSW incineration-based waste-to-energy (WtE) Plants.
The following has been stated:-
•Central Pollution Control Board has issued draft guidelines for MSW incineration-based Waste-to-Energy (WtE) plants to support scientific disposal of non-recyclable combustible municipal waste and reduce landfill burden.
•The guidelines highlight that India generates over 1.86 lakh tonnes of municipal solid waste daily, much of which is unsuitable for composting or anaerobic digestion.
•WtE plants convert segregated combustible waste or RDF into heat and electricity while reducing waste volume and supporting circular economy goals.
•Efficient plant performance depends on source segregation, pre-processing, calorific value above 1500 kcal/kg, and robust air pollution control systems.
•The draft stresses compliance with Solid Waste Management Rules, 2026, including proper emission control, ash handling, leachate management, and online monitoring.
•The guidelines apply to all existing, under-construction, and proposed MSW incineration-based WtE plants, along with Urban Local Bodies and pollution control authorities across India.
•The revised draft guidelines for MSW Incineration-Based Waste-to-Energy Plants and invited public/stakeholder comments via email by June 05, 2026.
