The Excise Department Odisha, on May 15, 2026, issued a corrigendum to Department Order No. 1746/Ex dated March 26, 2026 concerning the selection process for liquor licensees. The corrigendum has been issued pursuant to the judgment dated May 11, 2026 passed by the High Court of Orissa in W.P.(C) No. 12690 of 2026 titled Amit Raj vs State of Odisha and Others, with the objective of ensuring equal opportunity to all participants in the licensing process.
Under the corrigendum, the term “Minimum Guaranteed Quantity (MGQ)” appearing in the original order has been substituted with “Minimum Guaranteed Excise Revenue (MGER)”. Further, in Form ‘A’, the expression “list enclosed” appearing in Column (4) under Clause 2 has been replaced with “As fixed by Government for each Financial Year”. The amendment also revises Clause 3(xvi)(c) to clarify that an applicant may submit only one application for a particular shop.
Additionally, Clause 3(xvi)(r) in Form ‘A’ has been modified to provide that the licence holder shall open the shop in the stipulated locality within 15 days from the issue of licence. The Department clarified that all other provisions of the original order dated March 26, 2026 shall remain unchanged.
