The Ministry of Consumer Affairs, Food and Public Distribution (MoCAFPD) on May 21, 2026, issued advisory regarding implementation of recommendations of the High-Level Committee constituted by NITI Aayog on Non-Financial Regulatory Reforms.
Based on recommendations of the NITI Aayog High-Level Committee on Non-Financial Regulatory Reforms, the government has proposed measures to improve the functioning of repairers and streamline verification processes under the Legal Metrology Act, 2009.
To promote ease of doing business, reduce compliance burden, and enhance transparency, States/UTs are advised to:
Define clear eligibility criteria for repairers, considering technical capability, infrastructure, manpower, and experience.
Prescribe appropriate conditions for registration and continuation, along with necessary verification safeguards.
Allow existing licensed repairers to continue operations without requiring fresh registration solely due to regulatory changes.
Introduce a risk-based, randomized, and technology-driven verification system instead of mandatory periodic verification for all weights and measures, thereby reducing unnecessary compliance.
Overall, the reforms aim to create a more efficient, transparent, and business-friendly regulatory framework, while ensuring consumer protection and maintaining accuracy and reliability of weights and measures.
