The Reserve Bank of India (RBI) on May 22, 2026, issued the Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1267/ 1989 ISIL (Da'esh) & Al-Qaida Sanctions List: Removal of 7 Entries.
The Reserve Bank of India has issued an advisory to regulated entities in line with its KYC Directions, 2025 and obligations under the Unlawful Activities (Prevention) Act, 1967. As per these provisions, entities must ensure that no accounts are maintained for individuals or entities listed in sanctions lists issued by the United Nations Security Council.
The advisory highlights a recent UNSC update (press release dated May 21, 2026) where certain individuals associated with ISIL (Da’esh), Al-Qaida, and related groups have been removed from the sanctions list. Consequently, restrictions such as asset freeze, travel ban, and arms embargo no longer apply to these individuals.
Regulated entities are instructed to:
Update their records and screening systems in line with the revised sanctions list.
Continue strict compliance with procedures outlined under UAPA and RBI directions.
Refer to updated UNSC sanction lists and ensure no prohibited accounts are maintained.
Additionally, any de-listing requests received by banks must be forwarded to the Ministry of Home Affairs, while affected individuals may also approach the UN Ombudsperson for removal from the sanctions list.
Overall, the circular emphasizes timely updating of sanctions data and strict adherence to international and domestic anti-terror compliance frameworks.
