The Ministry of Rural Development on May 22, 2026, issued the Draft Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (GRAMIN) VB – G RAM G Manner of Payment of Wages and Unemployment Allowance Rules, 2026.
The following has been stated:
•The rules define key terms under the Act and prescribe the framework for payment of wages and unemployment allowances under the Scheme.
•All payments are required to be made through Direct Benefit Transfer (DBT) directly into beneficiaries’ bank or post office accounts in a cashless manner, except in extraordinary circumstances where exemptions may be granted by the Central Government.
•The rules further mandate that payments be processed electronically through the designated Management Information System or other approved digital platforms, with preference for Aadhaar-based authentication mechanisms such as the Aadhaar Payment Bridge System (APBS).
•Wage and unemployment allowance payments are to follow the existing fund-flow mechanisms determined by the Central Government, while State Governments are responsible for ensuring proper recording of all transactions in the Scheme’s digital system.
•The Central Government has also retained the power to relax or exempt any provision of the rules in extraordinary situations.
