The Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food & Public Distribution, on May 24, 2026, announced amendments to the Legal Metrology (Government Approved Test Centre) Rules, 2013 to expand the scope of Government Approved Test Centres (GATCs) and strengthen India’s legal metrology and fuel measurement verification infrastructure.
Under the amended framework, five additional categories of dispensing systems — Petrol/Diesel, CNG, LPG, LNG and Hydrogen dispensers — have been brought within the ambit of verification and re-verification by GATCs. With this expansion, GATCs are now authorised to verify a total of 23 categories of weights and measures. The amendments are aimed at improving accuracy and transparency in fuel dispensing, particularly in view of the increasing adoption of cleaner fuels such as CNG, LNG and Hydrogen across the country.
The amendments also empower State Governments to notify additional categories of weights and measures for GATC verification under their respective rules and authorise officers of the rank of Joint Secretary and above to exercise powers under the Rules for quicker processing. Verification fees have been fixed at ₹5,000 per nozzle for petrol and diesel dispensers and ₹10,000 per nozzle for CNG, LPG, LNG and Hydrogen dispensers. The Department stated that the reforms would enhance verification capacity through public-private participation, improve consumer confidence and strengthen enforcement under India’s legal metrology framework.
