The Paradip Port Authority (PPA), on May 25, 2026, issued a comprehensive Scale of Rates (SOR) covering vessel-related charges, cargo handling charges, container handling charges, railway service charges, miscellaneous port service charges and performance standards applicable at Paradip Port. The SOR includes schedules relating to port dues, pilotage and towage, berth hire, wharfage, demurrage, container handling, reefer container electricity supply, salvage, transloading, licensing and other marine and cargo services.
The SOR also lays down detailed definitions and operational conditions applicable to port users, including classification of coastal and foreign-going vessels, treatment of hazardous cargo, transshipment cargo, reefer containers, RO-RO vessels and Single Point Mooring (SPM)/Single Buoy Mooring (SBM) operations. Further, the document prescribes the criteria for concessional coastal tariffs, vessel-related charges (VRC), cargo-related charges (CRC), exchange rate conversion norms for USD denominated tariffs and payment/refund provisions.
Additionally, the authority has specified that coastal vessel-related charges shall not exceed 60% of the corresponding foreign vessel charges and concessional rates shall apply to eligible coastal cargo and container movements, including certain transshipment movements between Indian ports. The SOR further provides provisions relating to delayed payment interest, refund timelines, cargo delivery conditions and applicability of taxes, thereby establishing a consolidated tariff and operational framework for port users at Paradip Port.
