The Department of Industries & Commerce, Haryana, on May 26, 2026, notified the Make in Haryana Industrial Policy, 2026.
The following has been stated:-
•The policy establishes the framework for computing Eligible Capital Expenditure (ECE) for industrial units in Haryana.
•It defines ECE as new investments made within the project premises on infrastructure, buildings, plant, machinery, equipment, power backup, and waste management systems.
•To qualify, these investments must be made during the policy period and within specified timelines before or after the commencement of commercial operations. Land acquisition costs, captive renewable energy plants, and zero liquid discharge equipment are expressly excluded from ECE calculations.
•Additionally, any transfer of pre-existing plant or machinery from other locations is barred from being counted toward the expenditure.
•The policy provides a retroactive facilitation window, counting ECE incurred up to one year prior to the policy's official notification date.
•Standalone Research & Development (R&D) units are given flexible options to claim reimbursements under specific state laboratory recognition or fast-track operation schemes.
•However, to qualify for incentives, these standalone R&D facilities must meet the minimum investment thresholds prescribed for Large Projects. Furthermore, standard operational costs such as working capital, goodwill, pre-operative expenses, and capitalized interest are completely excluded from ECE.
•Finally, intellectual property outlays like technology acquisition, royalties, licenses, patents, and design drawings cannot be considered when determining the final eligible investment.
This policy will be valid for a period of 05 years from May 26, 2026.
