Labour ComplianceThe Government of Himachal Pradesh, through the Department of Labour, Employment & Overseas Placement, on May 22, 2026, published the draft Occupational Safety, Health and Working Conditions (Himachal Pradesh) Rules, 2026 under the Occupational Safety, Health and Working Conditions Code, 2020. The draft rules have been issued for public consultation and will apply across the State upon final notification. Stakeholders and affected persons may submit objections or suggestions to the Labour Commissioner within 45 days from publication in the Himachal Pradesh e-Gazette.

The draft rules prescribe provisions relating to registration of establishments, online compliance through the Labour Department portal, fees for registration based on employee strength, notice requirements for commencement or cessation of operations, issuance of appointment letters and identity cards, and obligations regarding workplace safety and accident reporting. Establishments employing up to 19 workers would pay a registration fee of ₹3,000, while establishments with larger workforce categories would attract higher fees up to ₹50,000.

The proposed framework also mandates periodic medical examinations of employees, especially workers engaged in hazardous processes, maintenance of health records, and prompt electronic reporting of accidents and dangerous occurrences to authorities. Employers would be required to ensure medical examinations for employees above 45 years of age annually and for hazardous process workers every six months. The rules further strengthen digital compliance and inspection mechanisms under the State labour administration system.
