The Municipal Council Manali, Government of Himachal Pradesh on May 21, 2026, issued the Municipal Council Manali (Registration & Control of Dogs) Bye-Laws, 2026.
The following has been stated:
• The Bye-Laws mandate the registration and licensing of all pet dogs kept within the Municipal Council limits. Dog owners shall register their pets by 1 April each year or within seven days of bringing a dog into Manali, upon payment of a one-time registration fee of ₹100 and an annual licence fee of ₹50.
• Registration requires prior vaccination, and the Council will issue a metal identification tag that shall be worn by the dog at all times. Registration remains valid from 1 April to 31 March. Owners are responsible for ensuring vaccination, sterilization/neutering, controlled breeding, and licensing of their pets.
• They shall also carry disposable bags while taking dogs outdoors and immediately clean and properly dispose of dog excreta in public places. Unregistered or untagged dogs found in public areas may be seized by the Municipal Council. The bye-laws also require all dog breeders to register with the Council, maintain records relating to breeding, vaccinations, pedigree details, and purchasers of pups, and pay prescribed registration and renewal fees.
• Any violation of the bye-laws, including failure to register a dog, attracts a fine of ₹200, with an additional penalty of up to ₹50 per day for continuing breaches.
• The licence conditions further require dogs to wear registration tags, not roam freely in public places, receive timely vaccinations, and, in the case of aggressive dogs, be muzzled in public. Repeated violations may result in cancellation of the registration or licence.
