The Government of Rajasthan on May 25, 2026, issued the Rajasthan Rights of Persons with Disabilities (Draft) (Amendment) Rules, 2026 to further amend the Rajasthan Rights of Persons with Disabilities Rules, 2018.
The following amendments have been stated:
• The existing second proviso to sub-rule (1) of rule 5 of the Rajasthan Rights of Persons with Disabilities Rules, 2018 shall be substituted by the following, namely:-
"Provided further that the reservation in promotion, with effect from 30.06.2016, shall be in accordance with such instructions as may be issued by the State Government, from time to time.The promotional benefits under this provision shall be granted on a notional basis from 30.06.2016 upto the date of commencement of the Rajasthan Rights of Persons with Disabilities (Amendment) Rules, 2026. Any person who was promoted prior to the commencement of the Rajasthan Rights of Persons with Disabilities (Amendment) Rules, 2026, shall not be reverted on account of the promotion of a person with disability from an earlier year. In case where number of persons promoted exceeds the number of sanctioned posts, the administrative department may create shadow post with the concurrence of the Finance Department."
The Rajasthan Government has issued a revised draft of the Rights of Persons with Disabilities (Amendment) Rules, 2025, after considering earlier feedback on the draft published on July 24, 2025. The revision proposes granting promotional benefits on a notional basis from June 30, 2016, until the commencement of the amended rules.
The draft rules are published for public consultation, and stakeholders can submit objections or suggestions within 7 days of publication. These will be reviewed by the State Government before finalizing the rules.
