The Government of Bihar, on June 01, 2026, issued a notification regarding Regulation and Mandatory Transit Pass for Imported Minor Minerals.
The following has been stated:-
•The Department of Mines and Geology, Government of Bihar, has issued a notification to establish an effective monitoring mechanism for minor minerals like sand and stone entering the state from neighbouring regions due to rapid infrastructure development.
•Currently lacking a tracking framework, the state government is making transit passes mandatory for all vehicles carrying imported minor minerals into Bihar through an automated system integrator.
•This new system aims to significantly boost state revenue, curb illegal mineral transportation, and prevent the fraudulent reuse of a single transit pass for multiple trips.
•Under Rule 41 of the Bihar Minerals (Concession, Prevention of Illegal Mining, Transportation & Storage) Rules, 2019, a transit pass fee will be levied at the rate of ₹60 per metric ton or ₹85 per cubic meter.
•Approved by the Council of Ministers on February 20, 2026, this regulatory framework is officially scheduled to come into effect across the state on June 10, 2026.
