The Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD) on May 29, 2026, issued the Legal Metrology (Packaged Commodities) Third Amendment Rules, 2026, further to amend the Legal Metrology (Packaged Commodities) Rules, 2011.
This shall come into effect from June 01, 2026.
The following has been stated:
• The amendment introduces several changes to strengthen compliance and simplify procedures under the Legal Metrology framework. A new Explanation-2 has been inserted in Rule 4, clarifying that importers may make the required mandatory declarations on retail packages at bonded warehouses operated by Authorised Economic Operator (AEO) Tier-2 and Tier-3 certified entities in India. However, all mandatory declarations must be affixed to the retail packages before they leave the bonded warehouse.
• Further, Rule 27 has been amended to enhance accountability and registration requirements. Companies applying for registration must now provide the name of the Director responsible for violations of the Act and Rules. Registered companies and firms are also required to update their registration details annually through the online portal, including changes in address, products manufactured, packed, or imported during the previous year, and country of origin. Additionally, a new provision specifies that registration certificates will remain valid indefinitely unless cancelled, eliminating the need for periodic renewal and reducing compliance burden for businesses.
