The Department of Excise, Registration, Taxation & Stamps, Meghalaya, on June 02, 2026, issued a notification regarding Excise Reforms and IEMS Implementation.
The following has been stated:-
•The Government of Meghalaya has clarified that the Integrated Excise Management System (IEMS) and retail margin rationalisation are aimed at enhancing transparency, preventing revenue leakages, curbing counterfeit liquor, and strengthening supply-chain monitoring.
•It emphasized that the liquor trade is a highly regulated sector and excise reforms are aligned with digitisation and compliance measures adopted by several Indian states.
•The Government stated that the reduction in retailer margins from 20% to 15.5% forms part of broader supply-chain reforms and remains commercially viable compared to other states.
•It further highlighted the importance of excise revenue for public welfare and development programmes.
•While respecting the ongoing legal proceedings before the High Court, the Department reaffirmed its commitment to stakeholder consultations and a transparent, technology-driven excise administration.
