The Directorate General of Foreign Trade (DGFT) on June 02, 2026, issued amendment in import policy condition of specific ITC HS Codes covered under Chapter 71 of ITC (HS), 2022, Schedule - I (Import Policy).
The Central Government has amended the import policy for specific silver-related items under Chapter 71 of ITC (HS), 2022 with immediate effect, under the Foreign Trade (Development & Regulation) Act, 1992 and Foreign Trade Policy, 2023.
Key Changes
Imports of silver (including powder, grains, and high-purity silver) remain “Restricted”, but conditions have been tightened.
Earlier, imports were allowed through nominated agencies (RBI-notified banks, DGFT-notified agencies, and IFSCA-notified qualified jewellers via IIBX).
Now, in addition to routing through these agencies, a valid Import Authorisation issued by DGFT is mandatory for such imports.
Specific Provisions
Applies to multiple ITC HS Codes (7106, 71061000, 710691 series, etc.).
Qualified jewellers importing via India International Bullion Exchange (IIBX) must also obtain DGFT authorisation.
Silver dore imports by refineries continue to be allowed under existing license conditions (AU condition).
Overall Impact
The amendment introduces stricter regulatory control by making DGFT import authorisation compulsory, thereby enhancing monitoring and oversight of silver imports in India.
