The Ministry of External Affairs (MoEA) on May 29, 2026, issued the Implementation of the United Nations Security Council Resolutions on Sudan (Second Amendment) Order, 2026, further to amend the Implementation of the United Nations Security Council Resolutions on Sudan Order, 2016.
The following has been amended:
• The amendment incorporates four additional individuals into Annexure 3 (Individuals) in line with the latest sanctions decisions of the United Nations Security Council.
• The newly listed individuals are Hamdan Dagalo Al-Goney, Procurement Director of the Rapid Support Forces (RSF) in Sudan, and three Colombian nationals—Alvaro Andres Quijano Becerra, Claudia Viviana Oliveros Forero, and Mateo Andres Duque Botero—who were designated by the UN on April 28, 2026. The notification updates their identifying details, including nationality, passport information, and other particulars, for the purposes of implementing UN sanctions measures in India.
• The amendment ensures India's compliance with international obligations relating to asset freezes, travel restrictions, and other sanctions imposed under the relevant UN Security Council resolutions concerning Sudan.
