The Government of Haryana on May 27, 2026, issued the Haryana Electronics System Design & Manufacturing (ESDM) Policy-2026.
The Government of Haryana aims to develop a globally competitive and innovation-driven Electronics System Design and Manufacturing (ESDM) ecosystem, positioning the state as a preferred destination for electronics and semiconductor investments. The vision focuses on strengthening capabilities across design, manufacturing, and value-chain integration to enhance Haryana’s role in the global electronics industry.
To achieve this, the policy outlines a mission to attract investments and provide end-to-end support to investors throughout the investment lifecycle. It also seeks to build a business-friendly and innovation-led environment that promotes technological advancement and competitiveness. Emphasis is placed on collaboration between industry, academia, research institutions, and government bodies to support infrastructure development, skill enhancement, and technology transfer.
The policy further aims to boost exports and integrate Haryana’s ESDM sector with global value chains, thereby increasing its contribution to national exports. Key objectives include attracting investments worth ₹10,000 crore, generating around 75,000 employment opportunities, and raising the state’s share in national exports from 2.5% to 5%. Additionally, the policy promotes the development of industrial clusters, centres of excellence, and electronics manufacturing parks.
The policy will remain valid for five years from the date of notification or until a new or revised policy is introduced, whichever is earlier. It provides a structured framework to drive sustainable growth, investment, and employment in Haryana’s electronics sector.
