NSDL notified regarding the compliance with Updated UNSC Sanctions Lists and SEBI AML/CFT Requirements

Industry Specific ComplianceThe National Securities Depository Limited (NSDL) on May 27, 2026, issued notification regarding the Updates for Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1267/ 1989 ISIL (Da'esh) & Al-Qaida Sanctions List.

The following has been stated namely: -

• Participants have been informed of updates to the United Nations Security Council (UNSC) sanctions lists and must comply with SEBI’s AML/CFT guidelines under the Prevention of Money Laundering Act (PMLA), 2002. 

• The UNSC issued a notification on May 21, 2026 (SC/16365) removing 7 entries from the sanctions list maintained under Resolution 1988 (2011) related to Taliban-linked individuals/entities. 

• Participants must: 

o Not open accounts for individuals/entities appearing on UNSC sanctions lists. 

o Continuously screen all existing accounts to ensure no sanctioned person or entity holds or is linked to an account. 

• Participants must follow the Government of India procedures under Section 51A of the UAPA, 1967 and forward any delisting requests to the Ministry of Home Affairs (MHA) and Ministry of External Affairs (MEA). 

• Participants should regularly check: 

o UNSC sanctions lists for ISIL (Da'esh), Al-Qaida, and Taliban-linked entities. 

o SEBI’s “UNSC Sanctions Committee List” updates. 

o Ensure continuous compliance with AML/CFT obligations and future account verification requirements.
