The Labour and Employment Department of the Union Territory of Ladakh on April 24, 2026, issued the Draft Ladakh Occupational Safety, Health and Working Conditions Rules, 2026.
The following has been stated:
• The Draft rules seek to implement the Occupational Safety, Health and Working Conditions Code, 2020 in the Union Territory by creating a unified framework for workplace safety, health, and labour compliance. The draft mandates online registration of establishments, compulsory issuance of appointment letters, maintenance of electronic records, and filing of annual returns.
• It strengthens worker protection through mandatory medical examinations, stricter accident and occupational disease reporting requirements, and the establishment of Safety Committees and Safety Officers in larger and hazardous establishments.
• The rules also provide for the constitution of a Ladakh Occupational Safety and Health Advisory Board, prescribe overtime wages at twice the ordinary rate, regulate working hours and weekly holidays, and empower Inspectors-cum-Facilitators with enhanced inspection and enforcement powers.
• Public comments and objections can be submitted by June 08, 2026.
