The Nagar Panchayat Talai, Government of Himachal Pradesh on December 15, 2026, issued the Nagar Panchayat Talai, Erection, Exhibition, Affixation of Advertisement and Hoarding Bye-Laws, 2025.
The following has been stated:
• The bye-laws prohibit the installation of any advertisement or hoarding on public or private property without prior written permission from the municipal authority, except for specified government publicity displays. Applicants shall obtain approval, pay prescribed fees, and comply with location, size, and safety requirements before installing hoardings.
• The bye-laws prescribe a detailed permission process, including site inspection, approval, fee payment, and display of permission details on hoardings. Hoardings are prohibited in heritage areas, on valley-side locations above road level, on building rooftops, at sharp curves, near water sources, trees, drains, and fire hydrants, and in other restricted locations. Municipal authorities may permit temporary displays relating to social, state, or national interest for up to seven days in exceptional cases.
• Strict penalties have been introduced for unauthorized advertisements. Illegal hoardings may be removed or impounded, and violators are liable to pay penalties of ₹100 per square foot per day for unauthorized hoardings. Continued non-compliance may lead to the disconnection of civic amenities such as water and electricity and withdrawal of approvals or registrations. Offences may be compounded by authorized officers or tried summarily by the designated Judicial Magistrate.
