DGFT Includes India–Oman CEPA in Handbook of Procedures for Certificate of Origin Issuance

Industry Specific ComplianceThe Directorate General of Foreign Trade (DGFT), on June 2, 2026, has amended Para 2.88(a) of the Handbook of Procedures (HBP), 2023, to incorporate the India–Oman Comprehensive Economic Partnership Agreement (India–Oman CEPA) in the list of Free Trade Agreements (FTAs) covered under the Certificate of Origin (CoO) issuance framework.

The following has been stated:

A new entry, “India–Oman Comprehensive Economic Partnership Agreement (India–Oman CEPA)”, has been inserted as Serial No. xvi under Para 2.88(a) of the HBP 2023. This amendment enables exporters to obtain Certificates of Origin under the India–Oman CEPA through the existing electronic system operated by authorised issuing agencies.

The amendment aims to facilitate seamless implementation of the India–Oman CEPA and support exporters in availing preferential tariff benefits under the agreement by streamlining the Certificate of Origin issuance process.
