The Finance Department, Govt. of Himachal Pradesh on June 04, 2026, issued the Himachal Pradesh State Lottery (Regulation) Rules, 2026.
They shall come into force from June 05, 2026.
The following has been stated:
• The rules authorize the Government to organize and conduct both paper and online lotteries through the Directorate of Treasuries, Accounts and Lotteries, with lottery operations being managed under strict government supervision.
• The draft provides for transparent draw mechanisms, secure printing of tickets, installation of certified online lottery infrastructure within the State, and appointment of distributors through a transparent tendering process.
• It limits lottery draws to a maximum of 24 per day (excluding bumper draws), prescribes a minimum ticket price of ₹2, and mandates robust security features to prevent fraud and counterfeit tickets.
• The rules also lay down detailed provisions regarding prize claims, payment procedures, audit requirements, and accountability of distributors. Prize claims above ₹10,000 are to be processed by the Government after verification and deduction of applicable taxes, while unclaimed prizes after the prescribed period will vest with the Government.
• Distributors are made responsible for GST compliance, maintenance of records, security of lottery systems, and payment of sale proceeds. The Government is empowered to conduct financial and technical audits, prescribe minimum assured revenue from distributors, and establish mechanisms for handling complaints and disputes.
• The draft further repeals the Himachal Pradesh State Lottery Rules, 1999, replacing them with a more comprehensive framework aimed at enhancing transparency, security, digital governance, and revenue generation.
