Finance & Taxation ComplianceThe Ministry of Finance (MoF) on June 10, 2026, issued a notification regarding exemption from Road and Infrastructure Cess on Higher Ethanol-Blended Petrol.

The following has been stated:-

•The Central Government has exempted specified ethanol-blended petrol (E22, E25, E27, and E30) from the additional duty of excise in the form of Road and Infrastructure Cess (RIC) under the Finance Act, 2018. 

•The exemption applies to petrol blends containing 22%, 25%, 27%, and 30% ethanol by volume, subject to prescribed composition requirements and compliance with BIS Specification IS 19850. 

•The effective rate of RIC on these blends has been reduced to Nil. The notification aims to support the use of higher ethanol blends and promote cleaner, domestically sourced fuel alternatives. 

•Applicability extends to manufacturers and suppliers of qualifying ethanol-blended petrol meeting the specified conditions.
