The Department of Urban Development, Govt. of Himachal Pradesh on June 05, 2026, issued the Draft Mukhya Mantri Shahri Karobari Kalyan Rules, 2026.
The following has been stated:
• The draft enables existing occupants and eligible traders to obtain long-term lease rights over municipal commercial properties on payment of a prescribed lease premium and rent. It provides concessions in the form of rebates for lump-sum payments, while allowing instalment-based payment options with periodic enhancement of lease rent.
• The rules also regularize the position of long-standing occupants who have had municipal properties for several years, subject to fulfillment of eligibility conditions. To ensure equitable access, reservations have been provided for categories such as ex-servicemen, freedom fighters’ families, women, persons with disabilities, and economically weaker sections.
• The draft further restricts unauthorized structural alterations, prescribes maintenance obligations for lessees, and empowers municipal authorities to cancel leases in case of violations after due notice.
• Comments/Suggestions are invited till July 08, 2026.
