Provisional registration is valid for one year (extendable up to three years), during which establishments must meet all required standards to obtain permanent registration. Certificates must be displayed prominently, are non-transferable, and require renewal or fresh application in case of changes in ownership, category, or location.

The regulation also defines strict monitoring, inspection, and enforcement mechanisms. Authorities are empowered to inspect establishments, verify compliance, and take action in cases of violations, including cancellation of registration. A formal appeal process is available through the State Council for aggrieved parties, ensuring fairness and transparency in decision-making.

Lastly, the regulation prescribes penalties for non-compliance, including fines, suspension, or closure of establishments operating without registration or violating norms. Additional provisions address offences by companies and government institutions, recovery of fines, and protection of actions taken in good faith. Overall, the framework aims to ensure quality healthcare services, accountability, and regulatory oversight across small and medium healthcare establishments.
