The Ministry of Commerce and Industry (MoC&I) on June 09, 2026, issued the Draft Ammonium Nitrate (Amendment) Rules, 2026 to amend the Ammonium Nitrate Rules, 2012.
The following has been stated:-
•The Ammonium Nitrate (Amendment) Rules, 2026 introduce enhanced security and licensing provisions for the storage and handling of ammonium nitrate.
•Licensees will be required to install CCTV surveillance at storage facilities, provide secure digital access to district police authorities, and retain CCTV footage for at least three months.
•The amendments also establish procedures for amendment of licences when the name of a firm, company, association, or society changes, and prescribe a framework for transfer of licences to new applicants.
•Additionally, Goods and Services Tax (GST) authorities have been included among the authorities having jurisdiction under the rules.
•The amendments remove provisions relating to licences for possession and use of ammonium nitrate for agricultural purposes from storehouses not exceeding 3 metric tonnes.
•Further, Form R-5 has been expanded to include records maintained by importers and exporters in addition to stevedores.
Objections or suggestions, if any, may be submitted within 30 days from June 15, 2026.
