The Central Drugs Standard Control Organisation (CDSCO), on June 10, 2026, issued a circular directing all importers and manufacturers of hair colour cosmetic products to ensure compliance with the provisions of the Cosmetics Rules, 2020 and applicable Bureau of Indian Standards (BIS) specifications.
The circular reiterates that hair color cosmetics must comply with IS 4707 (Part 1 & Part 2) and IS 8481, covering permissible and restricted ingredients, colourants, safety requirements, directions for use, mandatory caution statements, patch test instructions, and labelling requirements prescribed under Rules 34 and 37 of the Cosmetics Rules, 2020.
Further, importers and manufacturers have been advised to report any changes in product labels, composition, or quality specifications to the respective Central or State Licensing Authority in accordance with Rules 15(2) and 26(k) of the Cosmetics Rules, 2020, and ensure continued regulatory compliance.
