MNRE Clarification on ALMM List-II Exemption for Rooftop Solar Projects

Industry Specific ComplianceThe Ministry of New and Renewable Energy (MNRE), on June 15, 2026, issued a clarification to its Office Memorandum dated May 25, 2026 regarding the applicability of ALMM List-II for solar PV cells in rooftop solar projects. The clarification provides a simplified framework for rooftop solar PV projects that were fully installed before June 1, 2026 but could not be commissioned under the net-metering framework by the concerned DISCOM before that date due to valid reasons. Such projects may apply for exemption from ALMM List-II through the designated portal and submit supporting evidence including GIS-tagged site photographs, invoices, installation reports, and self-certification. 

Pending a final decision on the exemption application, DISCOMs may verify the submitted documents and allow commissioning of eligible rooftop solar projects using solar PV modules from ALMM List-I, subject to the final outcome of the application. The Ministry has specified that only projects where 100% of the required solar PV modules were installed at the project site before June 1, 2026 will qualify for consideration under this dispensation. 

The relaxation is available for a one-month period from the date of issuance of the clarification, during which eligible projects must be commissioned. No applications will be entertained after the expiry of this period. MNRE has emphasized that this measure is a limited transitional arrangement and should not be construed as an extension of the June 1, 2026 effective date for the applicability of ALMM List-II to net-metering, open access, or renewable power projects. All other provisions of the earlier Office Memorandum dated May 25, 2026 remain unchanged.
