The Municipal Council Nagrota Bagwan, Himachal Pradesh, on May 7, 2026, has notified the Door-to-Door Garbage Collection and Disposal Bye-Laws, 2026, after completion of the public consultation process, to strengthen municipal solid waste management within its jurisdiction.
The following has been stated:
The bye-laws establish a comprehensive framework for municipal solid waste management, including waste segregation, door-to-door collection, transportation, processing, recycling, and disposal. Waste generators are required to segregate waste into biodegradable, non-biodegradable, and domestic hazardous waste streams and hand over segregated waste to authorized collectors. The bye-laws prescribe responsibilities for households, commercial establishments, institutions, waste generators, ward sanitation committees, and the Municipal Council, while promoting composting, recycling, waste-to-energy initiatives, and scientific landfill practices. The notification also introduces user charges for various categories of residential, commercial, industrial, institutional, healthcare, and government establishments for door-to-door garbage collection services. Further, it provides for penalties for littering, open dumping, non-segregation of waste, unauthorized disposal of waste and wastewater, and other violations, along with enforcement and prosecution mechanisms to ensure compliance with solid waste management requirements.
