Labour ComplianceThe Government of Goa, on April 24, 2026, published the Draft Industrial Relations (Goa) Rules, 2026 under Section 99 of the Industrial Relations Code, 2020. The draft rules are proposed to replace the earlier draft rules issued in 2021 and the Goa, Daman and Diu Trade Unions Regulations, 1963, consequent to the repeal of the Indian Trade Unions Act, 1926 under the Industrial Relations Code, 2020.

The draft rules prescribe provisions relating to the constitution and functioning of Works Committees, recognition and representation of trade unions, dispute resolution mechanisms, conciliation procedures, and other matters necessary for implementing the Industrial Relations Code in the State of Goa. The rules will apply across Goa to industrial establishments for which the Government of Goa is the appropriate Government.

The notification invites objections and suggestions from stakeholders within thirty days from its publication in the Official Gazette, after which the Government will consider the feedback before finalizing the rules. The rules will come into force on a date to be notified separately in the Official Gazette.
